CA Powerball Winner of $316.3 Million Jackpot Comes Forward

The California Powerball player who bought a jackpot-winning ticket in Sacramento in January has finally stepped forward after more than four months.

Orlando Zavala Lozano had one of two winning tickets nationwide that matched all the numbers drawn on January 5.

The $632.6 million prize was the seventh-largest in Powerball history. Lozano shared the win with a Wisconsin husband and wife. Tammy and Cliff Webster of Oneida said the win was “a wonderful blessing” as they claimed their prize in February.

Lozano has chosen to receive the cash option, so he’ll get a payout of $225.1 million, less the required 24% federal tax withholding. California does not levy a state tax on lottery winners.

The prize also generated $67.8 million for California public education, plus a $1 million retailer bonus for the 7-Eleven at 6591 Wyndham Drive in Sacramento where Lozano bought his lucky ticket.

“Foot traffic has increased along with sales since we sold the winning ticket,” said the owner, Harprit Dhillon. “Lottery games are great for small businesses, and we love selling them.”

“Every dollar or more that a Lottery player spends in California supports our mission to raise money for public education,” said Alva V. Johnson, Director of the California State Lottery. “And the local stores that sell our games – our more than 23,000 retail partners across the state – benefit too from commissions and bonuses. So, whether a player hits a big jackpot, wins a smaller prize, or doesn’t win any cash at all – rest assured it’s still a win-win for the community and for California.”

87% of the California Lottery’s revenue goes to public schools statewide. CA education received more than $1.8 billion in Lottery funding in Fiscal Year 2020-21.
